Atal Bhujal Yojana (ATAL JAL) — the ₹6,000 crore community groundwater scheme
Atal Bhujal Yojana (ATAL JAL / ABHY)is the Ministry of Jal Shakti's ₹6,000 crore Central Sector Scheme for community-led, sustainable groundwater management in water-stressed areas. Why demand-side, not supply-side
India is the world's largest user of groundwater. According to the Central Ground Water Board (CGWB)and the NITI Aayog Composite Water Management Index, a large share of the country's irrigated area is fed by tubewells and borewells, and a growing share of assessment units at the block / mandal / taluk level are now classified as over-exploited, critical or semi-critical. Traditional PMKSY-style irrigation programmes are largely supply-side — they build storage, canals and last-mile field channels. The premise of ATAL JAL is that the water-stressed pockets of the seven priority states do not have too few extraction points; they have too many, drawing down aquifers faster than natural recharge and monsoon-season replenishment can keep up.
The scheme therefore does not fund new pumps or new wells. It funds the community-level planning, capacity building and convergence financing needed to change the aggregate abstraction curve — bringing draft down to a level the aquifer can sustain across successive water years.
The two components
The ₹6,000 crore outlay is split across two components, each co-financed 50:50 by the IBRD loan and Budgetary Support.
- Component 1 — Institutional Strengthening & Capacity Building (ISCB), ~₹1,400 crore. Funds the delivery architecture: Programme Management Units (PMUs) at the central, state, district and Gram Panchayat levels; the IT and monitoring platform; upgrades to the piezometer and digital water-level recorder network; training for the state and district water-resources cadre; and the mobilisation, facilitation and capacity-building work of implementing partner NGOs and the State Level Nodal Agencies (SLNAs) at the Gram Panchayat level.
- Component 2 — Incentive Component / Program on Local Requirements (PoLR), ~₹4,600 crore. The performance-linked grant flow to states, disbursed against verified progress on five Disbursement-Linked Indicators (DLIs). Grants are passed through to participating Gram Panchayats via the SLNA to support the on-ground implementation of the Water Security Plan.
The five Disbursement-Linked Indicators (DLIs)
Under the World Bank's Program-for-Results instrument, disbursements to the Government of India — and central pass-through to states — are made only when independently verified milestones on five DLIs are achieved. This is the operational spine of ATAL JAL and the reason ABHY behaves differently from a conventional reimbursement-based Centrally Sponsored scheme.
- DLI-1 — Public disclosure of groundwater data. States publish annual groundwater budgets, block-level assessment updates and monitoring reports in a public, machine-readable format.
- DLI-2 — Community-led Water Security Plans (WSPs). Preparation of Gram-Panchayat-level five-year WSPs approved by the Gram Sabha and integrated into the Gram Panchayat Development Plan (GPDP).
- DLI-3 — Convergence financing of approved WSPs. Public financing of the identified interventions through existing central and state schemes — MGNREGA (structures), PMKSY-PDMC (drip / sprinkler), Jal Jeevan Mission (piped drinking water), PMKSY Watershed Development, PMKSY-HKKP surface minor irrigation and RRR, community water bodies rejuvenated under Mission Amrit Sarovar (75 water bodies per district), and state programmes.
- DLI-4 — Adoption of water-efficient practices. On-ground adoption of micro-irrigation, direct-seeded rice, crop diversification away from water-intensive crops in stressed pockets, mulching, and other efficient agronomy.
- DLI-5 — Improvement in the rate of decline of groundwater levels. Measured against a 2020–21 baseline using CGWB and state piezometer / observation-well data. A slowdown in the rate of decline — or a reversal to a stable or recharging trend — over successive water years triggers PoLR grants.
Where ATAL JAL is implemented
Seven priority states were selected on the basis of the extent of groundwater stress, prior state-level institutional readiness in the water-resources department, and existing experience with participatory groundwater management:
- Gujarat — long-standing groundwater stress across Saurashtra, Kachchh and North Gujarat; strong state participatory-water-management track record.
- Haryana — over-exploited assessment units across the Green Revolution rice-wheat belt.
- Karnataka — hard-rock aquifers with steep water-level decline across the North Karnataka semi-arid belt.
- Madhya Pradesh — critical and semi-critical blocks across the Malwa and Bundelkhand tracts.
- Maharashtra — hard-rock Deccan basalt aquifers in Marathwada and Vidarbha with recurring stress.
- Rajasthan— one of the country's most over-exploited groundwater situations, especially in the western and central desert districts.
- Uttar Pradesh — over-exploited and critical units across the western belt and parts of Bundelkhand.
Within these seven states, roughly 8,220 water-stressed Gram Panchayats across 78 districts are covered, identified from the CGWB categorisation of over-exploited, critical and semi-critical assessment units.
The Water Security Plan (WSP) — planning surface, not a fund line
The Water Security Plan is the analytical and planning surface into which every other water-and-agri scheme is meant to flow at the Gram Panchayat level. A WSP:
- Maps current groundwater availability at the Gram Panchayat level using CGWB / state piezometer data and dug-well readings.
- Estimates current demand across domestic drinking, livestock, irrigation and industrial uses.
- Projects the water-availability gap under a business-as-usual trajectory over the five-year plan period.
- Identifies the mix of interventions — supply augmentation (check dams, farm ponds, recharge shafts, tank rejuvenation), demand management (micro-irrigation, crop shift, mulching, feeder solarisation) and behaviour change — that will close the gap.
- Assigns each intervention to a converging scheme — MGNREGA, PMKSY, JJM, RKVY, state minor-irrigation, PDMC — that will actually finance it. The WSP is not itself a funding line.
The WSP is prepared by the Gram Panchayat with facilitation from an implementing partner NGO and the SLNA, technical inputs from the state groundwater department and the CGWB regional office, and consultation with farmers, women's groups, SHGs, and Water User Associations. It is approved by the Gram Sabha and integrated into the Gram Panchayat Development Plan.
Convergence with other central schemes
ATAL JAL only works if the Water Security Plan actually attracts funding from converging central and state schemes. The most important convergence partners:
- MGNREGA — labour and material for community water-harvesting structures, farm ponds, recharge shafts and tank desilting on public and private (SC/ST/small-marginal farmer) land.
- PMKSY — the umbrella irrigation programme. Its AIBP / HKKP components fund surface storage and last-mile channels; the Per Drop More Crop (PDMC) component is the most important convergence partner for the demand-side leg, with 55% / 45% subsidies on drip and sprinkler.
- Jal Jeevan Mission (JJM) — piped drinking-water supply to every rural household. Substituting piped surface / treated water for local borewells is a direct demand intervention.
- PM-KUSUM — solarisation of agriculture pumps, particularly Feeder Level Solarisation under Component C, which lets a stressed feeder run agriculture supply on a metered, day-time solar window rather than an unmetered, night-time flat-rate window.
- NMSA, NICRA, PKVY, NMNF — climate-resilient and resource-efficient agronomy that supports the crop-shift and water-efficiency choices captured in the WSP.
- RKVY / PM-RKVY and Soil Health Card — the state-plan and soil-nutrient windows that support the crop-choice and fertiliser decisions the WSP recommends.
How DLI-5 groundwater improvement is measured
The Central Ground Water Board (CGWB) and the state groundwater departments operate a national piezometer and dug-well observation-well network that measures pre-monsoon (May) and post-monsoon (November) water levels four times a year, with additional digital water-level recorders upgraded under ATAL JAL's ISCB component. DLI-5 measures the rate of decline of the groundwater level in the participating Gram Panchayats against the 2020–21 baseline. A slowdown in the rate of decline — or, ideally, a reversal to a stable or recharging trend — over successive water years is what triggers PoLR incentive-grant disbursement to the state.
This is a different metric from the CGWB categorisation of blocks as over-exploited / critical / semi-critical / safe, which is a stock-based classification of long-run groundwater use as a percentage of net annual availability. That categorisation is what identifies where ATAL JAL is implemented; DLI-5 measures whether the scheme is working.
Institutional architecture
- Ministry of Jal Shakti — DoWR, RD&GR is the nodal ministry, hosts the National Programme Management Unit (NPMU) and interfaces with the World Bank on the PforR programme.
- State Level Nodal Agency (SLNA) in each of the seven states — typically the state groundwater or water-resources department — hosts the State Programme Management Unit (SPMU), coordinates with the CGWB regional directorate, and disburses PoLR grants to Gram Panchayats.
- District Programme Management Unit (DPMU) at the district level, chaired by the District Collector / Magistrate; anchors the district-level convergence with MGNREGA, PMKSY, JJM and the state minor-irrigation department.
- Gram Panchayat is the ground-level unit; owns the WSP through Gram Sabha approval, integrates it into the GPDP and runs the ground-level implementation.
- Implementing partner NGOs and Village-level Water and Sanitation Committees (VWSCs) / Bhujal Jankaars facilitate the community-mobilisation and behaviour-change work funded under ISCB.
What ATAL JAL does not do
- Does not fund new borewells or tubewells. Extraction infrastructure is not eligible under ISCB or PoLR.
- Does not fund pumps or motors directly. Farmer-side pump support flows through PM-KUSUM Component B and C.
- Does not run in all states. Only the seven priority states — Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh. Other states with groundwater stress are covered under the parallel PMKSY-HKKP Ground Water sub-component and central groundwater management programmes of the CGWB.
- Does not have a farmer-facing application form. Individual farmers do not apply to ATAL JAL directly. The planning happens at the Gram Panchayat level; farmer benefits reach the ground through the converging schemes (PDMC subsidy, MGNREGA farm-pond wages, PM-KUSUM pump solarisation, JJM connection).
ATAL JAL in the wider farmer water & agri stack
- PMKSY is the supply-side umbrella for irrigation infrastructure — AIBP head-works, HKKP last-mile channels, PDMC micro-irrigation, and the WDC watershed component. ATAL JAL is the demand-side complement in water-stressed pockets.
- Per Drop More Crop (PDMC) is the most-cited convergence partner — the 55%/45% central+state drip / sprinkler subsidy that a WSP-consistent farmer taps into for on-farm water-use efficiency.
- PM-KUSUM Feeder Level Solarisation substitutes metered day-time solar supply for unmetered night-time supply on stressed agriculture feeders — a natural paired intervention with ATAL JAL demand management.
- Soil Health Card and NMSA support the crop-shift, fertiliser and agronomy decisions the WSP recommends.
- NICRA is the ICAR-led climate-resilient agriculture programme that shares the same rainfed / stressed geography as ATAL JAL and often flags the crop-diversification recommendations that a WSP picks up.

Grievance redressal
Because ATAL JAL is a Gram-Panchayat-level convergence scheme rather than a farmer-facing benefit scheme, farmer-level grievances are typically raised on the converging scheme — the District Horticulture / Agriculture officer for a PDMC drip subsidy delay, the Block Development Officer for a MGNREGA structure grievance, the DISCOM / State Nodal Agency for a PM-KUSUM Component C solarisation issue.
