Three days Training Programme on Capacity Building Programme for all officers/officials of the ICAR-IISR, Lucknow being organized during March 23- 25, 2023 started at ICAR-IISR, Lucknow. At the outset, Dr. Sangeeta Srivastava, Nodal Officer, HRD welcomed the Chief Guest, Prof. H.B. Singh, Ex. Professor, Banaras Hindu University, Varanasi; Dr. R. Viswanathan, Director, ICAR-IISR, Lucknow and all the participants and gave a brief presentation on the activities of HRD Cell of the Institute. Dr. R. Viswanathan highlighted the importance of capacity building programme of all the staff for improving their knowledge and skills and urged the scientists and staff to learn and adopt the learning in the dayto-day duties. Delivering a lecture on Intellectual Property Rights, Prof. H.B.
Singh expressed his deep concern over quite low number of patents filed by the Scientists in India. He expressed satisfaction that the number of patents filed by Indian Scientists has been increasing over the years. Dr. Singh informed that private sector is playing significant role in filing patents by submitting maximum number of patents (63%). He further added that China and United States submitted 5.3 lakh and 3.53 lakh patent applications during 2020 but number of patent applications filed in India was very low. Dr. Singh urged the Scientists to file the patent application of their innovations. He informed that any innovation can be patented which has the four basic criterions viz., patentability, novelty, non- obviousness and industrial applicability. Citing the success story of Ms. Kiran Mazumdar Shaw, Chairperson of Biocon Limited, Bangalore (a leading company in making breakthroughs in clinical research), Prof. Singh informed that Biocon R&D has consistently created intellectual wealth through an incisive intellectual property strategy that recognizes the innovative potential of its products and processes, by filing over 1,200 patent applications and holding around 984 patents and 448 trademark registrations globally. In the afternoon, Dr. R.V.S. Rao, Ex. Head, HRD, ICAR-NAAR. Hyderabad delivered a lecture on motivation and teamwork. Dr. Rao highlighted that with team spirit, herculean tasks can be successfully achieved. The vote of thanks was proposed by Dr. Sukhbir Singh, Principal Scientist and Course Director.
