Launched in February 2019, the Pradhan Mantri Kisan Samman Nidhi Yojana (PM-KISAN) was introduced by the Indian government to provide financial support to small and marginal farmers. Aimed at improving their livelihoods and ensuring they have a steady income, this scheme has garnered significant attention nationwide. While the intention behind PM-KISAN is commendable, its implementation has faced several challenges over the past years, hindering its effectiveness.

1. Inequality in Benefit Distribution:
One of the significant problems with PM-KISAN is the unequal distribution of benefits among eligible farmers. The scheme aims to provide Rs. 6,000 annually in three equal installments to each beneficiary farmer. However, in some cases, the benefits fail to reach the intended recipients due to the involvement of middlemen, corruption, and issues related to the identification and verification of genuine beneficiaries. This inequality in benefit distribution undermines the scheme’s objective and leaves many deserving farmers unsupported.

2. Lack of Awareness and Registration Difficulties:
Another hurdle hindering the success of PM-KISAN is the lack of awareness and difficulties faced during the registration process. Many eligible farmers are unaware of the scheme’s existence or the process to enroll for the benefits. This lack of awareness results in a significant number of deserving farmers missing out on the financial support they are entitled to. Additionally, the complicated registration procedure, involving several documents and bureaucratic processes, further discourages farmers from applying.

3. Exclusion of Vulnerable Farmers:
The PM-KISAN scheme fails to address the needs of certain categories of farmers, such as tenant farmers, sharecroppers, and agricultural laborers. These vulnerable sections of the farming community often face immense challenges and financial instability. While the scheme provides assistance to small and marginal farmers, it overlooks those who do not own land but are crucial contributors to the agricultural sector. Recognizing and including these farmers under the scheme’s umbrella would enhance its reach and impact.

4. Lack of Timely Payments:
Timely disbursement of financial aid under PM-KISAN remains a recurring issue. Many farmers complain about delayed payments, which impact their ability to invest in essential agricultural inputs such as seeds, fertilizers, and farm equipment. These delays are often attributed to administrative inefficiencies, technical glitches, and inadequate infrastructure for fund transfers. The inability to provide timely support undermines the scheme’s credibility and effectiveness.

5. Inadequate Monitoring and Evaluation Mechanism:
An essential aspect of any successful scheme is a robust monitoring and evaluation system. Proper monitoring helps identify loopholes, rectify shortcomings, and ensure the scheme reaches its intended beneficiaries efficiently. However, PM-KISAN seems to lack a comprehensive mechanism for tracking its progress and evaluating its impact. The absence of a strong monitoring system makes it challenging to address issues promptly, resulting in inefficiencies and limited accountability.

Pradhan Mantri Kisan Samman Nidhi Yojana has the potential to uplift the lives of millions of farmers in India. However, to realize its full potential, the scheme must address the challenges it currently faces. By tackling the issues of unequal benefit distribution, improving awareness and registration processes, including vulnerable farmers, ensuring timely payments, and establishing an effective monitoring and evaluation mechanism, PM-KISAN can deliver on its promise of comprehensive support to the agricultural community. It is crucial for the government and relevant stakeholders to work together in overcoming these challenges and allowing small and marginal farmers to reap the full benefits of this ambitious scheme.
