Coverage and Benefits

The Pradhan Mantri Fasal Bima Yojana covers both loanee and non-loanee farmers across the country, allowing them to insure their crops against all possible risks. Under this scheme, farmers pay a nominal premium, significantly subsidized by the government, based on the type of crop and the risk associated with it.

The insurance coverage extends to all stages of crop growth, from pre-sowing to post-harvest losses. This comprehensive coverage includes crop damage due to drought, floods, storms, pests, diseases, fire, lightning, and other natural calamities, providing farmers with a much-needed safety net. Additionally, the scheme covers localized incidents that may damage crops and require individual assessment.

Moreover, PMFBY ensures timely claim settlements to farmers by mandating the settlement within 15 days from the date of completion of crop cutting experiments. In the case of delays, the government provides interest on the claim settlement amount.

Implementation and Success

Pradhan Mantri Fasal Bima Yojana is implemented jointly by the Ministry of Agriculture & Farmers Welfare and the Ministry of Finance, with collaboration from insurance companies, banks, and other relevant stakeholders. The insurance companies are selected through a transparent bidding process, ensuring fair premiums and efficient claim settlement procedures.

Since its inception, PMFBY has witnessed significant success, with an increasing number of farmers opting for crop insurance. The scheme has provided over 42 million farmers with insurance coverage, making it one of the largest crop insurance schemes globally. The involvement of technology-driven processes, such as digitized applications and satellite imagery technology for crop assessment, has streamlined the scheme’s implementation and improved transparency.

Challenges and the Way Forward

While PMFBY has proven to be a game-changer for Indian farmers, it still faces some challenges. One such challenge is the low level of awareness among farmers about the scheme and its benefits. Furthermore, there have been instances of delay and denial of claims, which need to be addressed to boost farmer confidence in the scheme.

To overcome these hurdles, the government is actively working towards increasing awareness by conducting campaigns and reaching out to farmers through various mediums. Also, efforts are being made to improve the assessment and settlement process by incorporating technology-based tools. These measures will enhance the scheme’s efficiency, ensuring the prompt delivery of benefits to farmers.
